Overview

Historically important footage documenting speeches made in aid of compulsory rationing, which was introduced between late 1917 and early 1918. The two speakers are Bernard Vaughn, chaplain to Catholic troops of the British expeditionary army on the Continent, and Sir Arthur Yapp, the Director of Food Economy. Interestingly, Sir Arthur Yapp was reportedly the first person in authority to suggest the voluntary rationing of beer.
