A pictorial document of β€˜Old Harlow’, showing Harlow village and the surrounding picturesque smaller settlements that would later all combine and become Harlow New Town. This sleepy rural idyll – quiet country lanes and greenery in abundance, is a stark contrast to the development that was about to take place. The urban development is in the hands of the Minister, Corporation Members and Chief Officers, who pose for the camera at the film's beginning.
